BMS Cost for Small Commercial Buildings: UK Guide

If you manage a small or medium commercial building and you have asked for a BMS quote, you have probably had one of two experiences: a number that looked like it belonged to a different project entirely, or a polite non-response because the job was too small to be worth the vendor's engineering time. Neither means a BMS is wrong for your building. It means the pricing model you were quoted under was built for towers and estates, and your building is not one. This guide explains how that pricing actually works, what the realistic numbers look like, and what changes when the controls layer is built on Loxone instead — written by installers who fit the latter and are regularly shown quotes for the former.

A note on method, because cost articles deserve one: the enterprise figures below are not from any vendor's price list — they are industry rules of thumb plus the range of quotes clients and building owners have shared with us. Every building is different, and a serious number for yours needs a points list from a survey, not a blog post. The structural differences between the pricing models, though, apply everywhere.

What a BMS Actually Is

A building management system — also called a building automation and control system (BACS) — is the layer that runs a building's services as one coordinated whole: heating, cooling and ventilation first, and increasingly lighting, metering, access and alarms. Instead of a boiler on a timeclock, air conditioning on wall remotes and extract fans wired to light switches, one controller decides what runs, where, and when — and records what happened. Why It Matters Now: Part L

Since the 2021 update of Building Regulations Approved Document L (in force from June 2022), new non-residential buildings in England with an effective rated output for heating and air conditioning systems (combined with ventilation) over 290kW must be fitted with a building automation and control system. That threshold catches more buildings than people expect, and the direction of travel below it is the same: zoned control, metering, and evidence. If you are commissioning or refurbishing a commercial building in 2026, the question is no longer whether it has controls, but which pricing model those controls arrive under.

How Enterprise BMS Pricing Works

The established BMS platforms — Trend, Siemens, Honeywell, Johnson Controls and their peers — are engineered, sold and priced for large buildings. Four things drive the money:

Points. A "point" is anything the system reads or commands — a temperature sensor, a valve, a fan speed signal. Enterprise projects are estimated per point, and the industry rule of thumb runs from roughly £250 to £600 installed per point depending on complexity and how much of the wiring exists. A modest building with 100-200 points prices accordingly, before anyone has drawn a graphic or written a line of logic.

Engineering. The controllers are programmed in proprietary tools by certified engineers at specialist day rates, and the front end — the graphics your facilities person actually uses — is engineered separately, often as its own line item.

Software and licensing. Head-end software, per-user or per-point licences, and support agreements typically renew annually. Over a ten-year life this recurring layer can rival the install cost.

The service tie. The company that installed the system usually holds the engineering software, the project files and the passwords — so changes, expansions and even fault-finding tend to route back to them, at their rates. This is the dependency that building owners complain to us about most, and it is the exact commercial-scale version of the orphaned-installer problem we see constantly in access control takeovers.

None of this is a criticism of the platforms — at estate scale, with a facilities team, points-based engineering and formal service agreements are exactly what you want. The problem is what happens when that model meets a 1,500m² office: quotes that commonly land in the £30,000-£80,000+ range, annual costs in four figures, and — more often than any quote — a "too small for us" and no bid at all.

What Changes With a Loxone-Based BMS

Loxone comes at the same problem from the opposite end. It grew up in demanding residential and light-commercial projects, runs everything on a local controller (the Miniserver), and its commercial economics differ structurally rather than just in the totals:

The practical consequence: a plant room brought under proper control with monitoring and alerting starts in the low thousands. A single-floor office with zoned heating and cooling, occupancy lighting and a handful of controlled doors sits in the low tens of thousands. A full multi-floor building with HVAC control, per-tenant metering, lighting and access typically lands at a fraction — often around a third to a half — of the enterprise quotes we are shown for equivalent scope. And the ten-year picture diverges further, because the annual licensing layer simply is not there.

The honest caveats, because there are always caveats: Loxone hardware is not free, and neither is good commissioning — the panel building, the field wiring and the logic design are real costs in any BMS, whatever the badge on the controller. A building that already runs a healthy enterprise BMS should usually keep it. And if your estate spans dozens of sites with a central FM operation, the enterprise platforms' service infrastructure is a genuine advantage that a smaller integrator should not pretend to replace.

Where the Savings Actually Come From

Whichever platform wins, the running-cost argument for a BMS in a small building is the same, and it is not subtle. Heating and cooling running simultaneously in the same zone. Whole floors conditioned for the two people working late. Ventilation on timers instead of measured CO2. After-hours consumption nobody can attribute. The first month of per-zone metering in a previously unmanaged building is almost always uncomfortable reading — and it is also the baseline against which every saving can be measured honestly, rather than promised as a brochure percentage.

Questions to Ask Any BMS Bidder

Whoever quotes you — including us — these six questions expose the ten-year cost that the install price hides. What recurs annually, exactly, and what stops working if we stop paying it? Who besides you can maintain and modify this system, and what would they need? Where do the project files and passwords live at handover? What happens when the internet connection fails? What does adding a zone cost in year three? And can you show us a comparable building where this is running — not a screenshot, a building?

For a small or medium commercial building in 2026, the choice is rarely "enterprise BMS or nothing" — it is between an unmanaged building bleeding energy, and a controls layer priced for your scale. That layer exists: no per-point licences, no annual software, open protocols to the plant you already own, and any certified partner able to take it over. What it is not is a like-for-like replacement for an estate-wide enterprise deployment with a dedicated FM operation — we say so to clients, and we would rather lose that job than misfit a platform.

Do the Building Regulations require a BMS?

For larger new non-residential buildings in England, yes: since the 2021 Part L update, buildings with a combined heating and air-conditioning effective rated output over 290kW must have a building automation and control system. Below the threshold there is no BACS mandate, but Part L's requirements on zoning, controls and metering point firmly in the same direction — and the energy case usually gets there before the regulation does.

Can you take over an existing BMS from another company?

Often. Where the existing controllers speak BACnet or Modbus we can integrate them; where the system is orphaned — installer gone, passwords lost, software unobtainable — we typically reuse the field wiring, sensors and valves, which are the expensive part, and replace the controls layer. The survey establishes what is genuinely reusable before anything is quoted.
